NECI, a training company that helps organizations build capacity in procurement and contract management, is pleased to announce that over 100 B.C. government employees have now graduated from the award-winning Procurement and Contract Management Program (PCMP.) NECI delivers this program on behalf of the Province of B.C.

NECI has hosted five graduation events since the program’s inception in 2004, with 107 government employees receiving their PCMP certification.

At the most recent event, held on February 20th, Richard Poutney, Assistant Deputy Minister, Common Business Services,  Ministry of Labour and Citizens’ Services, said to graduates:

Your dedication and determination is sure to result in some very tangible benefits for each of you, and I wish you all the best in your future endeavours.  I really think it’s great to celebrate the importance of developing excellence in procurement and contract management … it is very satisfying to see we now have over 100 grads.”

Syd Monteith, Operations Technician with Ministry of Forests and Range, a member of the class with the 100th grad, reported;

“I have learned a lot from the PCMP program as well as from my peers from other ministries. I appreciate the commitment from BC Timber Sales who supported me through to graduation. I use my PCMP training every week as a contract champion for my Business Area. It never ceases to amaze me, how much more there is to learn."

Unique in Canadian procurement training, the PCMP features a variety of courses such as self-directed e-learning, blended e-learning, instructor-led classes, and executive seminars. Graduates typically complete the program’s thirteen courses over a three year period.

In 2007, the program was the recipient of a Deputy Minister’s Award of Excellence in the Partnership with Stakeholder category (Province of B.C.)  In 2005, the program won the Leadership in Public Procurement Award, sponsored by the Canadian Public Procurement Council, Summit Magazine and MERX.
